MEETING MINUTES
Jones Creek Library
November 21, 2023 — 6:30 pm
1. Call to Order – Chairman Greg Player began the meeting by introducing Evin Fontenot who will perform the swearing ceremony for Mike Fecel the current President of SHA. Mike Fecel was sworn in as a new commissioner for SECPID as President of SHA.
2. Swearing in ceremony. Mike Fecel, the president of SHA was sworn in as a Commissioner for SECPID as the president of SHA by attorney Evin Fontenot.
3. Roll Call Secretary Beth called the roll.
Only one person was absent. Quorum was achieved. The minutes from the September meeting were approved and sent to the web page.
4.0 Pledge of Allegiance- Greg led the meeting in the pledge.
5. Secretary’s Report – The minutes from the previous meeting were approved and sent to web
site.
6. Patrol and Camera Report - Tom Hirschey
Tom began his report by discussing the fact that 2 deputies were involved in a traffic accident; one deputy was injured when he slid across the highway. He will be out of commission for a few months. In the meantime, Tom found another deputy who will fill in while the other deputy is in the hospital. 20 hours have been approved. He will also take additional hours for December.
Larry bought a get-well card for us to sign.
Tom received a call from Dwight Hudson that there is extra money for a camera at the elementary school. This camera will be connected to SO. The other 2 cameras are still connected at the school.
The last camera is ready to be installed on Cottage Row early next week.
7. Treasurer’ report- Treasurer Larry Horacek
Larry reported a about the ongoing conflict with the past president and the SHA board. The past president failed to pay the bill for Entergy and the Parish water company. Both the water and electricity were disconnected. Mike Fecel and Tom Hirschey went to Hi Nabor to pay the fee and had both utilities reconnected. The camera at the front entrance was not connected because of the electricity being disconnected for several weeks. This is a breach in the security for the front entrance. The timers were reconnected and installed for the water system. Sgt Gallo checked the camera and made sure it was functioning properly at this time. Halloween was good with deputies patrolling the neighborhood.
The October bank statement was closed out and sent out with the budget information.
8. Committee Report
Traffic plan-Ed Craig suggested things that can be done to help with traffic management. Signs can be purchased to show speed. Have to make sure signs are 6 feet from the ground. Ed said he will get a quote to help us decide. Also, additional stop signs could be installed on Confederate and other high traffic streets.
Streetlight plan. Going to do another ride around to mark all the lights that are not
working.
On December 10, the Jones Creek Business Association will have its annual Christmas Parade.
It will run from S. Harrell’s Ferry Rd. to Tiger Bend on Jones Creek at 2:00 pm that Sunday.
Most people should line up beginning at the intersection of Coursey Blvd. and Jones Creek to
Tiger Bend Rd.
9. Current Business Larry gave an estimate of $2500 for being on the October ballot, which is a legal election. Proposed 2024 budget. Any money requested by Krewe of Shenandoah will have to be requested through SHA. The first year is seed money, not looking to use funds every year. All the interaction with the Krewe should be with SHA, not SECPID. The Krewe will have to request the funds from SHA. This is not a reoccurring cost.
The 2024 budget should accommodate repairs and maintenance, and replacement of cameras. The cost of the installation of the camera should be about $750-2000. The new administration should be aware of requesting money and utilize the funds for projects early in the year.
10. New Business- Tom found a storage building for both SECPID and SHA to use.
Motion to adjourn was made. The meeting was adjourned at 8:00 pm.
